Lumina identified a costed, grant-mapped package of measures covering heating, environmental control, lighting, solar PV, and monitoring, with a two-stage pathway that addresses quick wins first and a high-temperature heat pump upgrade in Stage 2, achieving up to 78% total CO₂ reduction.
